I am not impressed by these NGOs.
As far as I know in my country :
Ministry of Health and Ministry of Defence have the best medical doctors and the best infrastructure to give help to the people.
You just need to assist them and work with them.

Given their poor resources, they may not be able to do much. But at least they have an important resource... the heart and will to help others. I believe that we would appreciate that spirit :)
